A volunteer-led literacy initiative has crossed a landmark threshold: more than 50,000 adults across Oromia have now achieved functional literacy in Afaan Oromoo through the programme's community-based learning circles. Launched in 2021 by a coalition of teachers, diaspora donors, and local NGOs, the effort has grown into one of the most successful grassroots education campaigns in the Horn of Africa.
The Qubee Script and Its Significance
Afaan Oromoo was written in the Ge'ez (Ethiopic) script and then briefly in Arabic before the introduction of the Latin-based Qubee alphabet in 1991 — a development that transformed the cultural and political landscape. Qubee is phonetically intuitive, enabling learners to achieve basic reading and writing proficiency within weeks.
"Qubee was a revolution," said Kumsa Boru, one of the programme's lead trainers. "When our grandmothers pick up a booklet and read it for the first time in their lives — that is transformative. That is freedom."
How the Circles Work
The programme uses a peer-learning model: trained community facilitators — often secondary school graduates or university students — run weekly two-hour sessions in homes, community halls, and under trees. Each circle typically comprises 10–20 adults. After twelve weeks, participants sit an assessment and, upon passing, receive a certificate of Afaan Oromoo literacy.
Printed materials — primers, story booklets, and numeracy workbooks — are produced locally and distributed free of charge. The diaspora fundraising arm has now crowdfunded over USD 180,000 towards printing and facilitator stipends.
Beyond Reading: Economic Impact
Literacy gains are translating into tangible economic benefits. Participants who can now read market notices, contracts, and government forms report greater confidence in financial transactions and accessing government services. A small internal study found that graduates of the programme earned an average 12% more income than non-participants in the twelve months following graduation, largely due to improved access to markets and credit.
Women represent 62% of programme participants, reflecting both the historical gender gap in literacy and the community's recognition that investing in women's education yields multiplied returns for families and children.
Afaan Oromoo as Africa's Fourth Most Spoken Language
With an estimated 40–45 million native speakers, Afaan Oromoo is the fourth most spoken language on the African continent and the most widely spoken in the Cushitic language family. Despite this, it was systematically suppressed for much of the 20th century under successive Ethiopian administrations.
Today, Afaan Oromoo is a working language of the Oromia Regional State, is used in primary education throughout the region, and is increasingly present in media, music, and public life. Advocates argue, however, that full linguistic justice requires continued investment in adult literacy, higher education in the language, and its recognition at the federal level.
What Comes Next
Programme coordinators have set an ambitious goal: 200,000 adult learners by 2030. To reach that scale, they are pursuing partnerships with regional government education bureaux and international donors. A digital component is also being piloted — WhatsApp-based learning groups for areas with limited facilitator access.
"Every person who learns to read in Afaan Oromoo is a guardian of our language," said programme director Ibsaa Caalaa. "And a guardian of our future."
